Funding Opportunity: Telehealth Implementation Plan Consultant

Background:

Newport School District is a rural school district located 45 minutes North of Spokane. The district is comprised of four schools: Stratton Elementary, Sadie Halstead Middle School, Newport High School, and the alternative High School, Pend Oreille River School.  Currently, there are 1124 students attending the Newport School District.

Of those in attendance:

  • 65% qualify for Free and Reduced Meals

  • 114 are recorded as homeless

  • 17.5% qualify for special services.

According to the most recent Healthy Youth Survey (HYS):

  • 64% reported that they have felt anxious or nervous in the last 2 weeks

  • 45% of students reported on HYS that they have felt sad/hopeless for 2 weeks straight or longer

  • 13% of our student body population has attempted suicide

  • 19% of those who participated in the HYS reported that they did not feel they had a trusting adult they could turn to for help.

In speaking with local school-based therapists, it has been reported that well over half of students currently in counseling services have reported that feelings of anxiety and hopelessness began during or after the covid pandemic. About ¼ of those in-services feel that they don’t feel connected with their current counselor but have no other options.

The district currently partners with Newport Hospital & Health Services in assisting students in meeting their healthcare needs and offering referrals to those who need/want therapy or counseling services. Newport Health & Hospital Services offers monthly in-school services to students whose healthcare needs cannot be met outside of school hours due to lack of transportation or guardian availability. According to NHHS, 90% of those students who utilize their in-school clinic are on Apple Health, Molina, or Amerigroup. Local therapists in private practice report that Medicaid is the most common insurance used by clients followed by Blue Cross/Blue Shield of Washington & Idaho, United Health Care, Cigna, Kaiser Permanente of Washington, Coordinated Care of Washington, and Regency of Washington. Unfortunately, the waitlist for therapy-related services in the Newport area is 3-6 months long.

Funding Details:

Purpose

In 2022, The Washington Department of Health received funding from the CDC (OT21-2103) to address COVID-19-related health disparities for high-risk and underserved populations, specifically including racial and ethnic minorities and rural populations. The State Office of Rural Health is leading work with entities based in rural counties to prioritize and enact projects that meet local needs through May 2024. Better Health Together (BHT) contracted with The State Office of Rural Health to lead work to prioritize and enact projects which meet local needs through May 2024.

BHT has worked with the Pend Oreille Health Coalition to gather local partners to determine local needs and priorities. This meeting consisted of local medical, social determinants, behavioral health, and emergency services providers. This group determined that one local gap and need is telehealth access for high school students attending Newport Highschool and Pend Oreille River School.

To support the needs of Newport School District, BHT would like to utilize the remaining unallocated dollars, $11,000, of the Washington Department of Health funding to pay a consultant to design an implementation and sustainability plan for a telehealth service to be offered in Newport High School, and the alternative High School, Pend Oreille River School, by March 30, 2024.

 Amount

  • $11,000, Paid upon delivery of a telehealth implementation and sustainability plan to Newport School District no later than March 30, 2024.

Eligibility

  • Applicant must demonstrate experience in creating implementation and sustainability plans and,

  • An understanding of rural health disparities and/or telehealth programming.

Process and Timeline

October/November: RFP released & and review consultant proposals.

December: Contract and Statement of Work Executed

March: Delivery of a telehealth implementation and sustainability plan to Newport School District no later than March 30, 2024.

To Apply:

Send reese@betterhealthtogether.org a letter of interest that includes details on your experience in creating implementation and sustainability plans, and an understanding of rural health disparities and/or telehealth programming no later than November 30, 2023.

Funding Opportunity: Behavioral Health Internship Support Funds

This opportunity has closed.

Background

The Better Health Together Behavioral Health Forum is a self-governing group that works collaboratively to support the Medicaid-serving behavioral health workforce. In 2021 the Better Health Together Board designated $1.2 million of Integrated Managed Care dollars for the Forum to allocate according to collectively identified workforce needs. The Forum has directed $150,000 to support organizations that host behavioral health interns. Full details about this opportunity are included below. To read more about the Forum and its other funding initiatives, follow this link.

Funding Details

Purpose

To provide flexible financial support to organizations in the BHT region (six counties and three reservations in Eastern Washington) that are training the behavioral health workforce through formal practicum and internship programs. By offering this funding, the Forum aims to support supervisors, administrators, clinicians, and clinicians-in-training to better train and retain members of the Medicaid-serving behavioral health workforce.

Please note that this is one-time funding with no anticipated renewal opportunities. Applicants should consider sustainability when planning for use of funds.

 Amount

Each organization can apply for $10,000 of funding. Multiple sites from the same organization are not eligible to apply for separate funding. Organizations can choose whether and how they’d like to divide funding among different sites or programs as applicable. The total available amount is $150,000.

Guiding Principles

  • Support, enhance, and sustain current workforce opportunities and existing promising approaches.

  • Respond to community-identified needs and priorities. In this case, supporting organizations that are investing in the future behavioral health workforce through internship programming.

  • Qualifying rather than competitive award process. Funding decisions are determined based on meeting established eligibility criteria (see below).

  • Flexibility for partners. Organizations can design their request based on their needs, within the funding parameters.

Eligibility

  • Applicant organization has a current internship program training students in behavioral health fields or intends to start one with support from this funding.

  2. BHT will review applications within four weeks of receipt and then communicate next steps to applicants, which may include the following: confirming eligibility, screening to ensure that the project proposal fits with the purpose of the funds, approval and beginning of funding agreement paperwork, or adjustments to the proposal.

  3. Funded organizations will enter an agreement with BHT to receive funds, which will include reporting on use of funds and outputs/outcomes.

  4. Requested funds can be used over a timeline of up to two years from the start of the funding agreement.

  • Final reporting must include information about intern-to-employee conversion and changes over time attributed to use of funds (e.g. ability to attract more interns, intern satisfaction, supervisor satisfaction / interest in working with interns). Reporting may include information about post-internship employment.

  • W-9

  • IRS Determination Letter (applicable for nonprofit organizations)

  • Consent to Public Statements (this document is signed alongside the contract and is consent for both parties to name each other when talking about the funding opportunity)

Note: This documentation is part of an updated process to support BHT in our annual single audit. Thank you!

Before You Apply

Please use the rolling timeline as an opportunity to get specific about your planning before applying. We want to give you time to put together a thoughtful proposal that will be positively impact your organization’s internship programming and enhance the behavioral health workforce in our region. As stated above, this is one-time funding with no anticipated renewal opportunities. Applicants should should take this into consideration when planning for use of funds. Your Request for Funds should be a plan, not just general intent. BHT may ask for additional details following our review of your application.

We ask for specificity for the following reasons:

  • The Behavioral Health Forum’s focus for these dollars is on workforce retention and expansion, and we want to ensure that funds are used to support these efforts.

  • We want to use the specific costs and needs you identify to share the impact of these dollars region-wide and advocate for meaningful investment in the behavioral health workforce.

  • BHT is accountable for reporting on how Integrated Managed Care dollars are used.
